Chiefly a US phrase. In the UK the usual named mechanism is Gift Aid, where the charity claims an extra 25p for every £1 donated; it is not the same thing as a donor deduction.

In the UK, the nearest named mechanism is Gift Aid. When a valid declaration is in place, charities and community amateur sports clubs can claim an extra 25p for every £1 donated, at no extra cost to the donor. That is a charity reclaim of basic-rate tax, not a US-style donor deduction on the gift. Higher-rate relief for the donor is separate and optional.
